Some sort of rancher discovers dead bodies more than his farm and decides to examine. As he finds more body, he is killed by one of several assailants himself. Meanwhile, attackers use special explosives to help break into an NSA bunker beneath the horse farm. There, NSA Agent Augustus Gibbons fends off of the attackers before barely escaping themself. Lieutenant Alabama "Bama" Cobb is later revealed to lead to the attack on the bunker. Right after escaping the attack, Toby Razors, Gibbons's assistant, informs that, while using attack on the NSA bunker, Cobb also had Xander Cage, the XXX agent, assassinated. To find a fresh substitute, Gibbons meets with Lt. Darius Stone, a former U. S Fast officer, who is currently serving 9 of his twenty years sentence in Leavenworth for disobeying requests and breaking General George Deckert's jaw, who is now Secretary connected with Defense.
Later, Gibbons poses as Stone's lawyer and makes a deal with him in prison, and then makes a getaway plan; Stone makes a daring escape. Stone meets with Zeke (Xzibit), his or her old partner in crime, along with Lola Jackson, (Nona Gaye), his or her ex-girlfriend, who now runs an exotic car shop, and stays on at her place. Stone is later told to recover a hard drive from the NSA bunker, while trying to escape Agent Kyle Steele simultaneously, and is rescued by Razors. Some time later, Gibbons definitely seems to be attacked in his home along with murdered, with Deckert covering in the plot. Afterwards, Stone meets in place with Gibbons' contact, a lovely blonde named Charlie Mayweather, for getting information and go to the woman's safe house, but is framed so that it will appear that he murdered 3-Star General Jack Pettibone, whom Cobb and Charlie actually wiped out.
